Why the lack of outrage?

In the news today, and abandoned mother cat and her kittens were found in the woods, authorities seek information.
Follow up information found, County prosecutor considering charges.
This hypothetical situation happens every day, thousands of people jump on social media, begin donating money.
The comment section includes people saying things like, that person should die, that person should be locked up for life. 
Well I love cats. I'm just seeing a bit of unbalance, in this situation.
Where is the outrage, when a little child is harmed by an animal? The whole thing is a bit one-sided, we are outraged when a animal is found injured, found starving, but there is no outrage when a child is attacked by an animal. 
Excuses are made for the animal.
The child is blamed.
 Years ago, I had a cat, I looked forward to the day she would deliver her kittens. I made a nice place for her in the shed, where other animals could not harm her, she would have food and water, & a litter box. 
When the day came that my cat was to deliver, she disappeared. I looked, and looked, & I looked some more, for days I looked.
 I kept placing food for she could find it. After a number of weeks my cat, came back, but what if someone would have found her where she was hiding? 
Would I be one of those people, should I die, be locked up for life? cats often do this, it is the nature of the cat.
Dogs that are allowed to run loose often cause trouble, and at times get into a situation, where they are injured, or shot. 
Perhaps they were harassing someone's livestock.
But when they are found there's no mistaking somebody needs to die.
This is not the case when the child is attacked by a dog, its always the child's fault, or the parents weren't watching close enough. Certainly the blame falls on the owner of the dog, but it was the dog, that had the desire to attack the child. 
Things have just got seriously out of balance.
 There are some seriously twisted individuals out there, who will harm an animal, those same people will probably harm a child.
 We need to be just as outraged about the child being harmed, in either incidence.
We need to protect our furry, feathered friends, but not at the expense of a child's life.
Not every dog found laying in a ditch, with a gunshot wound, has been abused, perhaps that dog was harassing someones animals.
Not every mother cat that crawls off into the woods, to have her kittens, has been abandoned by the owner.
 Children on the other hand, do not have a choice.
 They don't have a choice about the type of pet, a family owns, they don't have a choice about what kind of pet the neighbor owns.
 Pet owners need to be accountable.
 But at some point you have to realize this animal made a choice, the cat decided not to have her kittens in the shed. 
The dog decided to shred the child or someone else's pet.
 Was it trained to do it?
Does it really matter, it happened.
The fact that it happened, is reason enough to say this animal will repeat this action. 
Back to my cat.
The following spring my cat became pregnant again, this was 25 years ago.
Again a place was provided for her to have her kittens, again she found another place of her choosing. was I am abusing her. You decide.
